Thanks for the obscurantism. The album in the OP is Nobue Kawana, 'のぶえの海' [Nobue no umi/Nobue's Sea]. As with Nick Drake, Kurt Cobain, and Aaliyah, her music has a certain aura attached to it because she died when she was 20. Hence its appeal amongst the teenybopper 'Gen Z' crowd. The level of sentimentality is off the charts with them.
